David Oldham FCA CEO

Foster Care Associates (FCA) CEO is David Oldham. David Oldham oversees all UK operations. David has a strong background in residential Social Work with children and young people, as well as community and Youth Work.

David Oldham has been a qualified Social Worker for 16 years, beginning his career as a Social Worker in a fostering and adoption team in Solihull. He then spent 7 years working in Birmingham. He originally joined a fostering service for disabled children as a Social Worker and became team manager in 1999.

In 2000, David Oldham led the Best Value Fundamental Service Review of the Fostering and Adoption service in Birmingham and played a key role in the operational restructure. Following the restructure, in September 2001, he became the Head of Operations for Fostering and Adoption. Working with a budget of £14m, David was tasked with improving the recruitment and retention of foster carers, numbers of adoptive parents and the number of children placed for adoption. David was also responsible for building and maintaining effective relationships with the independent and voluntary sector providers.

Having spent two years in the post David became Regional Director of the FCA Midlands Region. Following a restructure in 2007, David took up the post of Chief Executive when the company founder, Jim Cockburn, became Executive Chairman.
